The mayor of the Brazilian city of Rio de Janeiro is seeking to overturn a judge's order requiring the photographing and fingerprinting of all visitors from the United States. Mayor Cesar Maia initiated the appeal in a federal court.
He said Judge Julier Sebasti�o da Silva's order was a disaster for the city's tourism industry.
The judge ordered the tougher checks in response to similar measures affecting Brazilians entering the US.
Washington has demanded that Brazil revise the new measures, saying they are unfair, ill-prepared and not in the best interests of either country.
Longer checks
The largest Brazilian international airport, in Sao Paulo, began imposing the new rules on US citizens on New Year's Day, and Rio de Janeiro followed on Tuesday.
The Brazilian checks take longer than their US equivalent, which is designed to photograph and fingerprint visitors in seconds.
Americans flying to Brazil have experienced long delays at the country's airports.
"This hurts our tourism and hurts our image because the tourists imagine that there are also problems with terrorism in Brazil," Mr Maia told the Associated Press news agency.
