The Mexican President, Vicente Fox, has admitted that he has not achieved as much as he had hoped in his first two years in office, and urged opposition politicians to work with him to introduce political and economic reforms.

In his second State of the Nation address, which was broadcast nationally, he told Congress that the expectations of the Mexican people had not been fulfilled.

His words were greeted by boos and hisses from members of the opposition, who say he has been acting in an aloof manner, failing to consult them on his plans.

But he said some advances had been made in fighting corruption, and opening government files to public scrutiny.

His election victory two years ago ended more than 70 years of rule by the Institutional Revolutionary Party, and he pointed out that the handover of power had gone smoothly without creating an economic crisis.
