The Spanish Prime Minister Jose Maria Aznar is visiting Morocco for talks with the new King Mohammed VI. It is the first visit to Rabat by the Spanish leader following the death of King Hassan.
The two leaders' talks are expected to include discussions on the disputed Spanish territories of Ceuta and Melilla.
On Friday the ruling party in Spain rejected a call by Morocco to review the status of the two North African enclaves.
