African leaders are meeting in the Nigerian capital, Abuja, for a one-day summit on implementing the economic rescue plan for Africa, Nepad.

The heads of state and government of 20 African countries have been invited.

The plan, the New Partnership for Africa's Development. which was drawn up by the presidents of Algeria, Nigeria, Senegal and South Africa, includes proposals for a voluntary self-monitoring system of good governance - the peer review mechanism.

The scheme has been welcomed by the leaders of the G8 industrial powers, who have promised more aid money if it's successful.

However, the South African president, Thabo Mbeki, has said political governance cannot be subject of the Nepad peer review mechanism.
