I want a basic music sequencing program for my computer. I am a novice and don't have any other equipment. What do you recommend?

There's definitely a lot of software available at the moment but do bear in mind that most self contained packages, are quite basic and limiting.
Programs like
'Reason'
and
'Fruity Loops'
are quite popular and just need your computer and speakers.
The key is experimenting and finding what's comfortable and compatible with your computer.
Ask at a music store for a demonstration of various packages.
Go with the one that captures your imagination, and spend time actually getting a feel for what you'd be able to achieve.
A good place to start is with the Propellerhead's 'Reason' complete studio software package, version 2.
