BBC Trust Chairman, Sir Michael Lyons, says sharing licence fee revenue is inconsistent with the BBC's purposes.
His call follows the government-commissioned Digital Britain report, which calls for a consultation on passing some of the broadcaster's funds to commercial competitors.
